The paper describes a stepped FMCW waveform where each subsequent chirp has a growing starting frequency. The paper describes the contributions of the range and Doppler of a target to the signal frequency in fast and slow time and proposes to do a per-target calculation of the range and Doppler based on the 2 frequencies estimated by a 2D FFT.
